I am also concerned about usability of Ctrl-E and in general navigation between editors and views. So, I submitted an enhancement request 169462. Please vote for it at
https://bugs.eclipse.org/bugs/show_bug.cgi?id=169462

BTW, you can remap Ctrl-F6 (go to next editor) to Ctrl-Tab, which is more natural keyboard shortcut for most of the users.

The editor tabs are actually rendered by the Presentation, and it's possible to install a presentation that does multiline tabs like NetBeans.

For example see the "wrapped tabs" presentation in the examples package at http://dev.eclipse.org/viewcvs/index.cgi/org.eclipse.ui.examples.presentation/
