(Though some programs are later released on DVDs, which can then be purchased from Amazon for example.) Could it be because of legal issues, for example? (For example, maybe if someone wants to sell music in Finland, they have to negotiate various licenses or taxes with the local (music) authorities? Although, to be fair, I think iTunes is available in Finland actually.)
